I will discuss the history and prospects for new machines and instruments as anticipated in the newly announced EU Flagship for Quantum Technology. The program of Richard Feynman, as announced almost 60 years ago, to go to the “bottom” in the miniaturization of information-processing technology, has come to fruition, and a set of well-defined technologies, in the areas of quantum computing, quantum simulation, quantum sensing and metrology, and quantum communication, have emerged. I give a perspective on the sometimes abstruse significance (...) of these coming technologies. Through a series of essays, the author discusses the conflict between cultural and biological evolution, covering intelligent design, gender differences, and the meaning of life while offering insight into the ethical aspects of civilization.

This study examines Herbert Spencer's social and political thought by way of his principle of equal freedom. This principle reads, "The liberty of each, limited by the like liberty of each, is the rule in conformity with which society must be organized." ;Basically, this study attempts to demonstrate that Spencer was first and foremost an indirect utilitarian and that equal freedom was the central moral rule of his indirect utilitarianism. An attempt is also made to show how Spencer conceived moral (...) rights as derivations of equal freedom. For Spencer, moral rights were substantive specifications of equal freedom. Like their parent principle, they indirectly promoted happiness. Among other things, my analysis of equal freedom and rights endeavors to clarify how Spencer tried to accommodate a theory of stringent moral rights with utility and how negative freedom and virtue can be seen as compatible features of his theory of freedom. These two themes are meant to comprise some of the most promising rewards of this study. ;This study also explores Spencer's ethical naturalism via G. E. Moore's famous criticisms in Principia Ethica and via some of Henry Sidgwick's critical observations. While Moore's discussion is judged unsatisfactory, Sidgwick's analysis is deemed more successful. ;Finally, this study concludes by examining Spencer's theory of freedom and rights in terms of two fundamental moral rights and in terms of Spencer's vision of utopia. It has recently been shown that stem and progenitor cells undergo population self‐renewal to maintain epithelial homeostasis. The fate of individual cells is stochastic but the production of proliferating and differentiating cells is balanced across the population. This new paradigm, originating in mouse epidermis and since extended to mouse oesophagus and mouse and Drosophila intestine, is in contrast to the long held model of epithelial maintenance by exclusively asymmetric division of stem cells. Recent lineage tracing studies have now shown that (...) wound responses vary between tissues, and that a stem cell reserve is not essential as cycling progenitors and even differentiating cells contribute to regeneration. James K. A. Smith’s book Awaiting the King interrogates the religious nature of contemporary politics and the political nature of Christian practice, and in doing so draws Augustine out of the ivory tower to which many have confined him, putting the late-antique theologian into a conversation with a host of contemporary voices.

Is morality rational? In this book Gauthier argues that moral principles are principles of rational choice. He proposes a principle whereby choice is made on an agreed basis of cooperation, rather than according to what would give an individual the greatest expectation of value. He shows that such a principle not only ensures mutual benefit and fairness, thus satisfying the standards of morality, but also that each person may actually expect greater utility by adhering to morality, even though the choice (...) did not have that end primarily in view. In resolving what may appear to be a paradox, the author establishes morals on the firm foundation of reason. Gauthier's argument includes an account of value, linking it to preference and utility; a discussion of the curcumstances in which morality is unnecessary; and an application of morals by agreement to relations between peoples at different levels of development and different generations. Finally, he reflects on the assumptions about individuality and community made by his account of rationality and morality. (shrink)

David Gauthier is one of the most outstanding and influential philosophers working in moral theory today, and his book Morals by Agreement has established him as a preeminent defender of contractarian moral theory. This volume brings together a selection of his best essays on contractarianism, many of which have become difficult to find.

The World Health Assembly adopted the new International Health Regulations on May 23, 2005. The new IHR represent the culmination of a decade-long revision process and an historic development for international law and public health. The new IHR appear at a moment when public health, security, and democracy have become intertwined, addressed at the highest levels of government. The United Nations Secretary-General Kofi Annan, for example, identified IHR revision as a priority for moving humanity toward “larger freedom.” This article analyzes (...) the new IHR and their implications for global health and security in the 21st century.The WHA instructed the WHO Director-General to revise the IHR in 1995 because the Regulations did not provide an effective framework for addressing the international spread of disease. Doubts about the IHR's effectiveness had, however, been present long before 1995. The critiques identified the narrow scope of the regulations, the lack of compliance by states, and the absence of a strategy for responding to rapid changes in public health's global economic and technological environments. The Sociosexual Orientation Inventory (SOI; Simpson & Gangestad 1991) is a self-report measure of individual differences in human mating strategies. Low SOI scores signify that a person is sociosexually restricted, or follows a more monogamous mating strategy. High SOI scores indicate that an individual is unrestricted, or has a more promiscuous mating strategy. As part of the International Sexuality Description Project (ISDP), the SOI was translated from English into 25 additional languages and administered to a total sample of 14,059 people (...) across 48 nations. Responses to the SOI were used to address four main issues. First, the psychometric properties of the SOI were examined in cross-cultural perspective. The SOI possessed adequate reliability and validity both within and across a diverse range of modern cultures. Second, theories concerning the systematic distribution of sociosexuality across cultures were evaluated. Both operational sex ratios and reproductively demanding environments related in evolutionary-predicted ways to national levels of sociosexuality. Third, sex differences in sociosexuality were generally large and demonstrated cross-cultural universality across the 48 nations of the ISDP, confirming several evolutionary theories of human mating. Fourth, sex differences in sociosexuality were significantly larger when reproductive environments were demanding but were reduced to more moderate levels in cultures with more political and economic gender equality. Implications for evolutionary and social role theories of human sexuality are discussed. Gintis argues that disciplinary models of human behavior are incompatible. However, his depiction of the discipline of anthropology relies on a broad generalization that is not supported by current practice. Gintis also ignores the work of cognitive anthropologists, who have developed theories and methods that are highly compatible with the perspective advocated by Gintis. THE STRONG SUPPORT OF EVANGELICAL CHRISTIANS FOR PRESIDENT George W. Bush contributed significantly to his reelection in November 2004. This was cause for celebration in some quarters and despair in others. It has led to an avalanche of attention to the perennial issue of the relationship between faith and politics, the role of "moral values" in determining evangelical voting patterns, and the growing political visibility and power of evangelical Christians in the United States. This essay is written by evangelical Christians (...) who currently reside in the western part of the "red state" of Tennessee. Its purpose is to shed light on several dimensions of evangelical engagement in contemporary American public life. First, we assess what is actually known about the voting patterns and motivations of evangelical Christians in the 2004 presidential election. Second, we consider the moral vision that animates the most visible conservative evangelical activists and organizations. Third, we consider alternative evangelical political/ethical stances that are being pursued today. Fourth and finally, we move to the normative ethical level, suggesting the contours of an evangelical political ethic in the U.S. context. (shrink)

The poor seem easy to identify: those who do not have enough money or enough of the things money can buy. This book explores a different approach to poverty, one suggested by the notion of capabilities emphasized by Amartya Sen and Martha Nussbaum. In the spirit of the capabilities approach, the book argues that poverty refers not to a lack of things but to the lack of the ability to live life in a particular way. The authors argue that the (...) poor are those who cannot live a life that is discovered and created rather than already known. Avoiding poverty, then, means having the capacity and opportunity for creative living. The authors argue that the capacity to do skilled work plays a particularly important role in creative living, and suggest that the development of the ability to do skilled work is a vital part of solving the problem of poverty. Christiansen & Chater (C&C) ignore the many linguistic universals that cannot be reduced to processing or cognitive constraints, some of which we present. Their claim that grammar is merely acquired language processing skill cannot account for such universals. Their claim that all other universal properties are historically and culturally based is a nonsequitur about language evolution, lacking data.

This book explores the common thread holding together seemingly diverse tendencies in attacks on liberalism. The author argues that ambivalence about the self and about desire as an expression of the self fosters the intense animosity we observe directed toward the liberal ideal. Ambivalence arises because the self is viewed as the locus of a destructive form of desire, one that must be controlled and repressed. The author argues that speaking of ambivalence toward the self is another way of speaking (...) of ambivalence toward freedom, an ambivalence expressed in the impulse toward coercion that plays such a powerful role in the attack on liberalism. In lieu of an abstract, here is a brief excerpt of the content:Notes and Discussions THE UNITY OF WISDOM AND TEMPERANCE The attempt of Socrates to establish the unity of the virtues has long been an object of philosophic suspicion. Particular attention has been directed to the argument at Protagoras 332a-333b, in which Socrates seeks to demonstrate the unity of wisdom and temperance, by showing that they must be identified as the contrary of folly. The argument proceeds on the assumption (...) that wisdom and temperance are distinct, and so terminates in a contradiction between 'Whatever admits of a contrary admits of one only' and 'Folly, which is one thing, has two contraries, wisdom and temperance.' Scholars have generally rejected Socrates' proof of the second of the contradictory propositions. However, in a recent paper, Professor David Savan has claimed that the contradiction is derived in a formally valid way from premisses which either need no argument or are accepted by Protagoras} My intent in this paper is to cast doubt on this claim, and so to restore the status quo. According to the critics, the weak point in the argument is Socrates' defence of the statement 'Foolish acts and temperate acts are contraries.' But Saran holds that this statement follows from three conditionals, all stated by Socrates and accepted by Protagoras. These conditionals, referred to by Savan as F G and H, will here be termed P1-3. P1 If an act is right and advantageous, then it is temperate. My response to the commentaries highlights three main points. First, the Sociosexual Orientation Inventory (SOI) has demonstrated adequate reliability and validity across dozens of studies, and it deserves its reputation as a useful measure of basic human mating strategies. Second, the sampling limitations of the International Sexuality Description Project (ISDP) do not negate the conclusion that sex differences in sociosexuality are likely universal across cultures. Third, the ISDP results support several theories of human sexuality, although some are based on faulty (...) assumptions that render them less viable than others. (shrink)
